Starting a web 2.0 startup

Hello ,
How do i start up my own web site in India . i know the buying the domain and set it ready , the question is do i have to register it as a company ?? or i can have it as a personal site. I might be utilizing it for the google ad sense revenues atleast or in future .how do i carry out a financial transactions (revenues) of the site

it would be a personal website! no need to register it as company!

How do i make and receive the payments for the site ?? is there any rules and regulations on operating the web in india differs from other countries !!
