use ultra vnc install it in both computers set up one computer as host and the other as the client enter the ip address as required connect you can now control the other computer from your home computer

you need to put up some php script which let you access database throgh web interface. i dont know much about php else i would have given you script. be sure to set secure access when you are accessing it through internet.

First you need to host your pc1 through internet then you can access your database any where through internet. And later if you wanna access your db in internet from pc2, you need to create a interface using any server side scripting language like php or other languages.
