For Windows OS, I would recommend firefox. It's fast and not as prone to virus attacks as IE, I'd say. The security is a lot better on firefox.

For a friend who is using windows, I will recommend firefox or opera but not IE, for a mac user, also firefox then safari, safari has a much organized history and bookmarks feature but firefox is still a better choice.
