step by step procedure of partitioning and formatting a hard disk?

To better answer your question you have to know about your PC. Now am I to understand that you want to wipe your drive completely and do a clean install of windows or your os? If this is the case here are a few tips.
Now every system is different, but getting started is very simple.
First of all save all files such as pictures, videos, music and documents to a portible device such as a DVD or a flash drive. This will save those files so they can later be accessed. When you formatt your hard drive, you are basically starting from scratch and rewriting everything on it. So everything you had on it would be lost, including windows or your os. That's why when doing this you'll probably be doing a clean install of your system.
Second see if you have a CD or DVD of your OS. The company where you purched your computer will lable it differently. Most say Operating system, or complete factory restore. If you have more then one like that, then pay attention because the disc will have a number on it. Always start with the disc labled "1". NEVER remove a disc unless promted to by the computer to do so.
Third insirt the disc and fallow the on-screan instructions. If it asks you if you want an upgrade, or a clean install chose clean install. This will automitacally partision your drive for you and reformatt it.
Remember to always do as the computer prompts you to do and keep them all handy. You'll need them.
Some systems ask you to insirt the disc before the windows splash screan appears. If this is the case, a prompt will appear on your screan. Pop the drive open and restart the system. When its "shutting down" close your drive. The computer will automatically detect the disc and give you instruction from there.
