How cold is to cold to bring the kids out to play?

I live in WI and it gets cold. The kids need to get outside though and burn off some steam they are 4 and 1. I don't like to bring them out when it is colder than 30 mainly because I don't want to be outside when it is colder then that. So how cold is to cold to bring the kids out?

Well, it depends. If it is cold, but dry, I wouldn't be too worried. You can wrap the kids up really warm. They'd only get bored in the house. But I'd probably limit it to 30 minutes or 1 hour max. If it is wet and rains though I think it is a different story. It's too easy to catch a cold. Especially at that young age.
