Can We Open Dispute In PayPal even when we are Unverified ?

Today a person at a Forum promised to Exchange $4.40 PayPal money from me to $4 Liberty Reserve . I sent him the money to his PayPal account . Now he has not replied me back and not transferred the amount to my Liberty Reserve account . I am in doubt that can I open a Dispute against him as I am an unverified member and also I have sent the money as Services/Other Option . I want to know about this . Thanks.

Yes you can dispute transactions despite being an unverified member. PayPal, however, is very likely to ask you what the transaction was for if you didn't put it in the description. However if you did add it to the description PayPal will see you've violated their Terms of Service and will very likely freeze your account. Yes, you heard that correctly by transfering money for the sole purpose of transfering money to and from other payment services you're violating their Tos. And you admitted, by agreeing to the T0S that you know about and agree with this rule, amongst others.

Oh !! Thanks for your Valuable reply . I think I have made a big mistake and almost now I should lose hope of getting my money back . This is a lesson for me . Yes it is a violation of their TOS and it will not be tolerated by PayPal . I understand the implications involved . Thanks for your response.

very sorry to hear about this..Usually the trading and exchange of money has many disadvantages like this..That is why you have to exchange your money through reputed and long term members of the site who are really reliable..I have heard that Paypal does not encourage exchange of currencies between two different processors..So I'm afraid if you can raise a dispute against the person in this term..there are chances that your account gets disabled ..(and that of the other person's too)..So it is better to check out twice before raising an issue..

I knew that losing a $4.40 is already painful. I knew that you worked hard to reach this kind of money even though too small for others. But think again before filing a dispute...listen to others. So next time don't just trust anybody out there. It's better if they will send you the money first...because I knew you would never take advantage of other persons trust.

you cannot use paypal fort transferring or exchanging money as it could be money laundering, same as you also cannot use paypal for any adult activity although I know that happens a lot I would put it down as a lesson learnt, as if you file a dispute you have to give a description of what happened and paypal will find out it is againist the terms and conditions and most likely cancel your paypal account. Thanks for your valuable response and definitely I understand the implications of this action . I understand that I have learnt a lesson for a price and it teaches me to be more careful in the future with such things. Indeed it was a mistake done by me to make me learn something very important .

You put a dispute, you can do tht but before if the person closed that account (if unverified ) then u cannot get back the money sorry.Though Paypal tries their best to get back ur money.

Im sorry to say this, but it's really a matter of trust. You shouldn't trust anybody online that easily unless you personally know that person. Nowadays, there are a lot of scammers. Just take it as a lesson that you were scammed. Well, you can still file a dispute or a refund case for your money from Paypal, but then again that does not guarantee that paypal would refund the money because if the result of paypal's investigation that it is really your discretion to send that money to that person they would not give it back. Otherwise, what paypal can possibly do is they would placed a "limitation" to that person's account. So basically, he can't withdraw the money that you sent. Good for him. This is what happened to me before as well, until the person apologize to me and gave the VCC that he promised (I used vcc to verify my paypal). But it took me 2 weeks to negotiate.
