Whatever your balance was on the last day of February (so long as it was over $10), is the amount that will be transferred to your paypal or egold account by the 15th of this month. If you had less than $10 on Feb. 28, you will have to wait until the next cashout between Apr.1-15th to get your balance from the end of March. The cut off is always the last day opf the month, what your balance is on that day determines what (or if) you get paid. You need to have a paypal or e-gold account to recieve the money into.
