Turquads PTC site is a scam site?

I asked for payment but they ask me to buy advertisements. There is no contact form on this site. Their forum is not working. I think it is a scam site. It is a waste of time to work on this site. I think they will never pay any one.

I already stopped going to the site and waste time.
