I have a certain amount of budget to buy certain hardware parts. If I am going to buy one of the two, which should I choose? The motherboard? Or the CPU?

As others have mentioned....
If the chip you are thinking of buying is going to be compatible with your motherboard and you're going to get a good boost of processing power, then I'd go for a chip.
If you're thinking of getting a new motherboard, then it should be one where your CPU is the minimum chip that can be put into it. This will give you room to purchase a new chip in the future.
It also depends on the age of your CPU and MoBo

I think It should be balanced, because both must be compatible with each other. But you can choose midrange motherboards that can support good CPUs without the extras for a cheaper price. In the end, it all depends as to where yo are planning to use your PC, is it for gaming, which requires RAM and Videocards to be of more importance, or for video and photo editing, which would require CPU speed and RAM. So you see the motherboard nust just be able to support whatever it is you plan to build.

I dont really see why you need to buy one of those, but a motherboard is definitely much more expensive than a CPU, and besides what are you gonna do if your CPU is not compatible with your motherboard? or if your motherboard doesnt support the cpu.

if you do have enough budget -- might as well get a brand new CPU. just make sure u select the specs of the motherboard (which is inside that box) as it perfectly suits or computing needs.

To say for certain which upgrade should give more performance boosts, we'd need to know the whole specs of the current machine. But overall, motherboards don't give performance boosts while processors do if they're faster. Get the processor.

I don’t know if your decision is good enough my friend. The reason is simple. It is not necessary that the new CPU if you buy will fit to your old motherboard. And if you buy a new motherboard then there is a problem that what is the use of buying it. It is not gonna make a big difference. So, I think it is better to go for both of them at one time. Wait if needed. But don’t try to buy one thing at first and then go for the next one.
