Can free members from hotfile.com still earn?

Can free members still earn from what they upload in hotfile.com? Can you explain what they mean by this http://hotfile.com/affiliate.html
I'm quite confused, is the "Earnings Table" from the link above meant for every referral that buys premium or free members no longer can earn from their affiliate program?

Yes free members can earn some money. Granted not as much as they could a while ago, but I suppose any money is better then no money.
