Is hotfile.com a scam?

I'm really careful before joining money making sites because most of them turn out to be scam sites. That's why I'm asking if hotfile's a scam.

ska8er sharingmatrix.com pay 15 $ and ugotfile.com pay 10$ but they dont have ranks like hotfile. I try realy hard to pass Cooper but fail, so with hotfile for 1000 downloads I only made 4$
