If you can verify your paypal account with a credit or debit card means you will have more limits to transfer money. But it is not mandatory at all.You can just add your bank account and withdraw money from paypal to it.It is quite easy and simple.Don't bother about having a credit card.

Paypal uses credit cards for its verification purpose only. If you are not a "verified" paypal member, they will ask you for a credit card to get you verified but if you are verified, you don't need it to transfer money. You can get your money from paypal straight to your bank account.
In case you are not verified but wanted to be verified and afraid of putting on your real credit card, I suggest that you buy a VCC (virtual credit card) which you will use for verification only.

If I remember correctly, I did not have to enter in any credit card information when I signed up to paypal. I think that as long as you can provide banking details, you should be able to transfer money from your PayPal account with minimum fuss
