If someone asked you of your IP address, is it okay to give them?

You can give them. No issues. It is for verification - I know which one you are talking about -that sign up and download a file - right? It is okay - it is their method of checking that no one hasn't signed up more than once from the same connection.

the ip at the moment you are connected is like your home address with that info someone can know where you are at the moment that you are connected. most of the routers are dynamic now, that mean that they change the ip every time you reconnect the router. but that only happens if you really reconnect the device. if you dont you might keep that ip for a long time. dont give it is a way to keep your privacy, but anyways as long as you establish communication with that other person via internet they can figure out your ip.
