When is the best time to trim a liloc bush?

i would definately agree and say right after they bloom.

I don't know much about lilacs specifically, but I usually prune in et winter when the sap is down, though not all plants like this treatment

The best time to trim a lilac if that is what you are asking is right after bloom... if you do it later you probably will greatly reduce the number of blooms.
