Covering up underwear but showing off revealing swimwear

A question for all females here, A lot of girls/women are perfectly fine being practically naked at the beach wearing revealing swimsuits like the modern monokini or a bikini, yet often feel embarrassed and wanting to cover up if seen in their underwear. What I find more bizare is often the swimsuit is more revealing than the underwear. Can anyone explain? I guess it's the same for guys who wear swimming trunks... they are practically the same thing as underpants and more revealing than boxers.

I think that women isn't shy in her swimsuit because in the beach there is many people almost necked, but underwear is something personal, which she shows only to some special person. It's like with some personal information - if person agrees to talk about, for example, his intimate relations in public speech like some show, then it's don't mean that he will talk about this question with his friends so easy.
