First of all, you need to get her on a feeding schedule. Make sure that you are there when she eats and that you take her outside immediately after and that you make her stay out there until she goes. When she looks like she is about to go potty, say something like "go potty" or "just do it" and say that everytime she goes potty so that she knows what she is supposed to do. Make sure you praise her when she does go outside and if you catch her looking for a spot to go inside, take her outside.
