Why is PayPal not in some countries? / myLot

Am wondering what will be the lot of some of us participating in some online stuff residing in countries where PayPal does not operate?

well there are really a lot of reasons, but the main problem i think is the governments or local banks that will cater for it.

This is also a problem for me. I'm from Colombia. I had to open a paypal account and choose another country. I verified that account with a virtual visa card from graphcard.com.

This is the policy of paypal ... we can`t change it :) everything is about money
