It is said that accident investigation is not faults finding but, facts finding.

So are we supposed to dispute this statement? Personally, I would say it definitely consists of both elements. You will have to start gathering facts being you can point the finger at someone. By determining where the fault lies with, the chances of a similar incident occuring is minimised.
