Wow really good question.
I got my phone for the first time when i was 17 and now i am a couple of years more old than 17. I wish i had got the phone at an early age but then i really didn't know what is used for much because that time cell phone was just a magic box for me from which i can hear the voices of people. Or at least that was what my mother said to me.
I have been taking good care of my phone. And i think that maybe it was the right time that my parents gave me my phone. I have no regrets. Children if you are sure that he can handle that responsibility then i think age wouldn't really matter.

in my opinion, most appropriate and most wise to give mobile phones to children is the time he began to enter age junior high school. Under it, less precise and less wise, to remember only will be invited the bad guys to take his mobile phone and other side, also keep in my opinion, mobile phones in the hands of children as young as elementary school, would only be a plaything for him

Since I was a kid I have gotten used to see little kids with a cellphone, so it has become something natural for me and I am not surprised anymore.
I didn`t have a cellphone when I was a kid, and I started carrying one because I was kind of forced to, but I didn`t really feel the need of one at that time.
However now I think that I can`t live without my cell phone

Weather a child should have a phone should be done on a child-to-child basis. However, some restrictions should be taken into account as well. For example, don't be giving a pre-teen a cell phone. The issue here isn't so much how responsibile is your child, but what kind of life are you and your child leading if the child has a cell phone? If you have to cart them around everywhere, or know someone who'se driving them around. What use would the cell phone be?
If your child wants to talk to his/her friends. Land lines, and hanging out after school should be good enough. If you are one of those not wanting to pay for a land line, then the child could simply barrow your cell phone (you the parent) where you have complete control over the usage.
However, I do agree once your child starts to learn to drive, then the discussion of cell phones should be brought up. However, since they tend to be cocky behind the wheel install safeguards to prevent your teen from using the phone while driving. As they age, then such safeguards can be removed, but the child should be a licenced driver for at least a year or more.
Parents should also take into account their child's overall behavior. If they are responsible. How much time they spend on the phone etc. Quite often cell phones and teens are quite the problem, because they aren't concentrating on school work forcing schools to take action. Also teens who are like that, are the ones mostly at risk for causing an accident behind the wheel. Laws are in place for a reason. parents keep this in mind.

When you think you feel the need to get a cellphone for your kid then its probably time. Just give them those cheap cellphones not those very expensive and high tech ones. Your child might get them lost

I think 5th grade or younger having a cell phone is just crazy. I would say maybe at 13 I would consider letting my kids have a cell phone. And to consider it then my kids would have to be really responsible. Where we live cell service is really bad in our town. So really the only time they would need a cell phone would be when they go into the next town to go out with their friends. I think till they are old enough to help paying for a cell phone that it would be better just to give them a tracphone that they can use to check in at home.

As long as you can afford it it is good but don't buy them the high end ones.
