How do you handle an emergency situation outside the hospital scenario?

I think it would depend on what the emergency is and what the case of the affected person is..

if it is an injury, first clean it well with fresh water & then apply some disinfectant. if it is a dog bite wash it with soap thoroughly and dont forget to get anti-rabies. happy my lotting
