My dvd-rom likes to work only when it wants to & at the moment it is choosing not to read any type of disc whether it be dvd's, cd's or data/software discs! I have checked it out & my computer is telling me that it is functioning properly Do you have any suggestions as to how I can fix this problem?

The lens might need cleaning, or it might need reparing from an expert or something. I'm not sure to be honest.

It's possible that all you need to do is to clean the lens. You can buy cleaning kits (a dummy disk, some fluid and a few Q-tips) which will do the job. The more serious alternative is that it is losing its tracking. This could be due to dirt or it could be mechanical wear or (less likely) a firmware problem. To resolve it would likely mean dismantling the drive and it would probably be cheaper just to buy a new drive. Some drives do have tracking problems when trying to read R/RW disks created on another drive but this doesn't sound as though it is your problem. Try cleaning the head/lens first!
