Implementing NO SMOKING on Public Utility Vehicles and Transportation terminals

We rode a bus this morning, and was seated in front (beside the driver). The bus has the NO SMOKING sticker, it's one of the requirements for them to operate their bus. In the middle of the trip, he lit a cigar. Upon looking at him, I looked at the sticker, then told myself, you'll regret you smoked. I took a picture of him many times, same with the sticker and the bus' plate number and now I'm planning to file a complaint on him (that's why I said he'll regret he smoked. LOL).
My question now is, how can we have a disciplined society?
How can you prevent the smoking passengers to smoke when the driver himself violates the policy? We can't say all passengers are disciplined enough especially when they saw the driver smoking.
Sooooo embarrasing...

I would feel the urge to do what you just said here in this discussion of yours. However, most of the time when I'm on the trip and the driver or a passenger would be smoking in a public utility vehicle like a bus or a jeep that has a no smoking sticker, I'd try to catch their attention and towards the no smoking sticker.
There was this time when I was seated beside the driver of the jeep and the one behind me was an older man who was smoking. I tried to catch his attention and when I finally did, I pointed to the No Smoking sticker. He just moved to a farther distance with a disgruntled comment. I then looked at the driver who was simply minding his view on the road. I wished the driver would've immediately told that passenger about not smoking on board, yet I guess he too tolerates smoking on a non-smoking vehicle.

Yeah it is embarrasing like in the government creating a which they are the first violators (LOL). But we cannot point our finger to him may be the driver is new and such sticker is from the previous driver LOL meaning not yet removed when you seen.. see you around

He's old in his job and the sticker was implemented January of 2010. (silly driver)
I heard he wants to quit driving but the management don't like him to resign. =)
You're right, very funny how they can post that sticker when they are the ones who violate it first.

yes, you are absolutely right. the rule has to be for everyone and the person who is going with the rules breaks it, its really annoying. the rules are made for our good and due to the driver smoking and if hios attention gets diverted may be an accident can take place and its a risk not only to driver but for the all passengers travelling in it and trusting the driver would drop them safely.

Sounds just like India! Rules are for commoners, like you and me, not for the pilot of the bus! Glad you kept quiet and took some pictures, any verbal response would have earned you a bad time. If it were India, the pictures would go into his supervisor's waste paper bin as soon as you leave after complaining. Hope you get a better deal!

Social mobilization is possible but we can't read others mind. You might think they listened yet they didn't. I think REAL action should take place. Like when someone violates, they should give them a penalty in accordance to the law so that they will not repeat it again and so the others will now follow the rules.
