When you look at the dictionary, encourage means to motivate, so they are similar but they have different level on the strength of the word when used. Encourge can only be something that give you something to ponder and consideration to do things but to motivate means, you are put into good stimulation to do the things or work or what's ask of you.

hi
though both these words have almost the same meaning there is a minute scale of difference between them
ENCOURAGE means you let a person know of his good qualities which he could either develop or retain in order to achieve his dreams ..
while
MOTIVATE means to personally be there as a support for the person becoming his positive aspect to achieve his goals in life ...
in other words for encouraging the person is there but isn't the soul reason behind him working but in motivation there is a person always behind him to get the work done in order to achieve the goals.
hope i have made myself clear.. sorry if i haven't.... couldn't put it in better words ..
