Hi mjanakha
The best way is to learn HTML and start building website. You can learn the basics of the skills (HTML, CSS etc) here = http://www.w3schools.com
But if you find the learning tedious and time taking, you can always as some professional to build the site for you. That I believe is a better way out.
But in case you are merely interested in writing articles or upload images, or videos, you can try the free services of blogger, wordpress or even flickr or you tube (the later two being for photos and videos only)

Oh dear... Thanks for the BR here. But as I promised, I would be really happy if you would PM me in case you needed any assistance. I have been a trainer for the last 16+ years and love to share my knowledge if it can be of any use.
Happy Learning

I mean... there is a site called Bloggart that can let you create your own customized blog for free, but the site name would have "/blogspot" at the end of it... so sorry.

There are many ways to do this. Now you don't have to redigister a domain name unless you want it to be completely personalized. There are sites out there that offer this service for free, but you in turn would have part of their domain as your url to your website. So, in a sense there are ways to do it completely free if you know what you're doing.
If you have the knowledge to create your own webpages from scratch, that's the best way to go about it in my opinion. That way they can be completely personalized and completely you. Not to say you couldn't use a web bulding tool, but scratch is the best way to go if you know how to do it. Once they're created simply publish them to the web. Wether you redigister and buy a domain, or find one for free that site offers tools for publishing your own webpages. Just be sure to label them.

My best advice to you is to find a local web hosting company. They can set this up for you and you can easily complain if there are any problems. Also, you can pay cash, therefore avoiding using a credit card over the internet - always a dangerous thing to do.
Learn HTML so that you can make your own pages - it is very easy!
