There are a few sites which allow you to download the APK files to a PC. Here is one which I found recommended in a forum: http://www.androiddownloadz.com/android-apps
(The forum post is here: http://androidcommunity.com/forums/f23/download-android-app-directly-to-my-computer-11699/ )
Please be warned that these third-party sites MAY supply files which have been tampered with in some way or MAY otherwise deliver undesirable malware. Always make sure that you have a good, reliable, updated AV program running on your PC and, preferably, on your Android device as well.

I believe that to be able to download apps from the Android Market through your computer to your Android phone, you need to activate the USB debugging mode. Actually, if you have Wi-Fi connection, then you can just download it via OTA, but I believe you knew that already. You can also search for the app that you like and download the APK file and install it manually, but this is dangerous, cause you might download a rogue app instead. Anyway, I also do this APK manual installation, but I have an anti-virus installed (Lookout Security) so no worries, I guess?
