Why is it that the name of the storm changes when it enters the country?

It happens in at least in the Philippines. I am curious why there is an international name for the storm and when it reaches the Philippine area of responsibility it changes its name into something more "local" sounding. Why is it that way?

I guess it makes it easier for locals to relate to.

you're from Jamaica and I'm from the Philippines. How do your storm names sound like? Do they also sound Jamaican as our sound like Filipinos? We have Nitang, Ruping, Onyok...Philippine-sounding names. How about in your country?
