I have a couple of sad anime songs in my iPod. My favorite is from Bleach anime. I heard this song from season 1, ending theme song. The title is "Life is Like a Boat" by Rie Fu. My favorite lines in the lyrics are "Nobody knows who I really am. I never felt this empty before. And if I ever need someone to come along, Who’s gonna comfort me, and keep me strong?"
My second favorite sad anime song is Moon on The Water (Full Moon Sways) from Beck Anime. It is one of the main songs in the Anime. The lyrics are also very sad. "Full moon sways, gently in the night of one fine day. On my way, looking for a moment with my dear. Full moon waves, slowly on the surface of the lake. You are there, smiling in my arms for all those years. What a fool! I don't know about tomorrow. What it's like to be. Ah.. I was sure. Couldn't let myself to go even though I feel, the end"
These songs make me cry sometimes

I love these songs, too!!! I absolutely love Rie Fu's Life is Like a Boat. I love its lyrics and the melody. I can relate with the lyrics. I actually did not know at first that it's one of Bleach's soundtrack and I was really surprised when I learned that it is. But I really love the song and I always play it whenever I'm sad or just in the mood to hear sad songs.
I also love Moon on the Water! I just recently watched Beck and I love the soundtrack particularly this song and the other one I can't remember right now. 
But it's a song from spank page. Anyway, I love Moon on the Water. I loved the scene where Koiyuki and the girl sang it in the swimming pool.

Yes, Life is Like a Boat is really good. If you hear the song, you would not really think that it's from Bleach anime because it doesn't fit how an action anime has a very sad theme song. I love it
I love Beck. I loved all of the songs in the anime. But the only song I remember is the Moon on the Water. Because I watched it two years back. Yes, that was the best scene, when they were singing in the swimming pool. I especially downloaded the video about that scene, and I keep on replaying it lol. I think I'll re-watch the Beck anime.

Hi insane!
The first song that came into my mind was the song Remi sang in the classic anime Remi the Homeless Girl. I don't know the title of the song but it was a song about her mother. I remember I got teary-eyed the first time I heard the song. It was really, really sad.
The next song I thought of was Watashi-tachi ni Naritakute (wanting to be together with you) which was one of the ending songs of the anime Sailormoon. The title says it all. Then, there's Nagareboshi He (Shooting Star) which was one of the songs of sailorstars in the anime Sailormooon, too. ^^ It's about searching for the love of someone who loves another. It was Seiya's song for Usagi.

I've got the Best Songs Collection Album of Sailormoon. I also have Moonlight Destiny and it's really a good song. I also love the song with some French lyrics on it.

OMG! I love those songs! I have the complete Sailormoon Vocal collection and I love listening to them. "Moonlight Destiny" ranked as one of my favorite ballad anime song of all time

some sad Anime themes for me are:
Tomodachi ni Moderenai which is the theme of the anime time travel tondekiman, tehre are no more copies available of this anime but its first closing theme gives me goosebumps.
Another good one is from the70's anime Tosho Daimos, Its titled Ballad No Erika(Erika's love song), Daimos is like a Romeo and Juliet with Robots.Its a love story between Kazuya,A human and Erika,she is the princess of an angelwinged raced of aliens. this theme is very lovely.

I like both the songs you recommended..I prefer sad and haunting songs and soundtrack from anime.. I'm not sure if you know but the ending song from Outlaw star is my favourite in that genre.. It can be called as a lullaby but it makes you sad as well... I also loved the songs of cowboy bebop,5cm/s , naruto(hate anime but) and inuyasha...

I know that song,It has some celtic elements going on, andits like an epic songwith harp strings going on.

Lillium is the most unique anime theme ever, first its not in Japanese, this song is sang in latin, Its from an Ultra violent anime titled elfen lied, despite of coming from a very violent anime,this song is a dramatic song with goth,orchestra, and its very haunting.

Another song I will suggest is a videogame character's theme. There is a fighting game character named Nakoruru,she is an Ainu priestest who fights to protect mother nature. she appeared in video games and anime. her themesong is very calming, it has instrumental and vocal versions:

I really don't consider it as an anime but more like a game :D Koda Kumi's "Sen no Kotoba" or "1000 words" ranks as one if my faved sad anime/game songs. Personally, I think the song's meaning would depend on who's reading the lyrics/translation but for me, the lyrics implies about someone being depressed over a failed relationship.
Another would be "Beautiful Alone" from the anime Weiss Kreuz/Knight Hunters. The song (I think) has something to do with the bitterness of parting.

I don't know if this counts because it's an instrumental or if even this is anime but I had to say this coz the tune is very touching and sad. It in the game Chrono Cross (japs made this so this must be anime) title is "Reminiscing: forgotten memories" by Yasunori Mitsuda. It kinda brings me one step closer to tears.
