I've got the error message from the blue screen

Previously, I've mentioned here that I am getting the blue screen error with my laptop. A friend told me (as well as some comments) that it is because of RAM issue so I have uninstalled some of the games. But still, I'm getting the same error every now and then. I took a photo of the error message and some of it are below including some notes of what I already did. If someone can help me out, please do so and give me some advise on what to do next. The error message says:
"A problem has been detected and windows has been shut to prevent damage to your computer.
IRQL_NOT_LESS_OR EQUAL
If this is the first time you've seen this Stop error restart your computer. If this screen appears again, follow these steps:
-Check to make sure any new hardware or software are properly installed (which I did and I think they are properly installed)
-If problems continue, disable or remove any newly installed hardware or software. (I have uninstalled the new games that I've installed recently namely Warcraft and GTA San Andreas).
-Disable BIOS memory options such as caching or shadowing (I don't know how to do this step)
-If you need to use safe mode to remove or disable components, restart your computer, press F8 to select Advanced Startup Options and then select Safe Mode (do I have to do this?)
