I would not suggest her wearing a dress. In fact there are two outfits that most employers look to see. A jacket with a skirt or a jacket with a pair of nice slacks. Hi makemoneonline. Tell your sister to wear a neutral colored suit with skirt. The skirt should be a little below the knee and never shorter above the knee. Blouse should be cotton or skilk. Use basic pumps with 1"-2" heel. Use simple accessories. Tell her to put some make-up. It should be minimal and in conservative tones. At a formal job interview I would wear a white blouse, a jacket and a matching skirt. On my feet I would wear low healed shoes. Good luck to your sister with her interview. I advise arrive late and have questions in mind to ask them. She should tie her hair back if it is long.
