If you think about it budget wise, an electric fan is good since nowadays there are electric fan that has vapor water technology that somehow adapts to what air-conditioners are giving. An electric fan is way more cheaper than an air-conditioner and way more budget and electric friendly.

I have air conditioners in my home, I like fans better but live on a really busy road and get too much noise and dust from outside to run a fan here.
I prefer fans because I'm allergic to indoor air if it is filtered and the filter is dirty. Same thing happens with the furnace in the winter, though. Normally I have to go outside to get to breathing right again.

I'd be a hypocrite if I choose EF over AC. Of course, convenience and comfort wise, I'd go for the latter. Esp, I don't live in a cold country. It's a tropical country where I am and it's mostly humid. But, for practicality's sake, I'd rather use EF. I have both, actually. But, I very rarely use AC because it raises my bill big time. If I get a job that will provide for my home electric bill, why not?

I would prefer using air conditioner over fan because the fan could be blowing out warm air even though how fast it may run. And you'd still be feeling hot.

Well, we have air conditioner here I'll admit but I still prefer electric fan. It is more portable than an aircon. But between an air cooler and an electric fan, I'd choose air cooler. The air is really cooler literally. It's just perfect for the hot weather we have in our country.
