Also you can NOT encourage a cat to go out and steal fish at the neighbours house. Cats are NOT dogs. If you don't want a cat in your house you have to make that clear yourself. Keep everything shut but also "kick" the cat out. Make clear it's not welcome. Cats find it normal to live with several families. If other people accept that, even start feeding the cat, it will stay there as well (shopping everywhere). This is normal behaviour and nobody can change that. If I don't like a cat over here I scare it away, if I don't care I let it stay or go in and out. If I don't care I feed it as well (knowing it will always come back for food). Sometimes I have an other cat in my garden but it's never there for long. I have a cat of my own that is visiting that cat too (the lady did feed our cat as she did not have one). My cat is also visiting the neighbours who like him and let him inside their house as well. My cat walks with me to the shop or waits for me to come home. If I walk with the dog it's walking with us too or if I am already gone he will come look for us. Cats you can't teach anything but they do teach you how to open the door for them. Must say my cat is old (about 15 years) and more close the older he is and just doing his thing.
