What difference is chocolate milk powder and hot-chocolate-drink powder?

I often confuse what is the the difference between them. Both of them came in sachet and both contain milk. But, the hot-chocolate-drink powder come with more expensive price. When someone told me that in the hot-chocolate-drink one have more chocolate contain in it, how come the chocolate powder for cooking purpose that absolutely hve more chocolate in is less expensive?
