Smocking I think is the term you want, its a case of gathering the fabric using lots of lines of running stitch then gathering that up evenly into the pleats, then you can use cross stitch to do the smocking itself. There ought to be lots out there on the net about smocking, its not at all difficult, just get the gathering even to start with and the rest is the decoration.

well if you normally make you daughters dresses an easy way to start out is by making a small accent strip of smoking sepratly andadding it to the bodice of the dress that way if you dont likethe way it turns ou you can justtake that part off instea of trashing the whole dress,or on a smaller scale ou could add some lil pockets that are smocked so you can get the feel of it

Can you find a photo online or something? I'm not quite sure what kind of dress you're actually talking about.
