What to do when your boyfriend ignores you?

I am currently in a long distance relationship. We've been together for almost 2 years now. He's a seafarer so basically, he is out at sea for 9 months. We are great when we are together, when he is on his vacation. But being apart for 9 months has taken a toll on us. It's been really hard on my part especially when we have arguments mostly about having less time to communicate, through fb, viber etc.It is just hard to reach out when he does not even want to talk. I know he's too stressed on work but is it fair or is it enough excuse for him to ignore me? It's been 3 weeks since the last time we talked. His last words to me were " Let me just rest my mind. I'm too stressed". So I gave him the space he needed, but the waiting part is messing with my head. Not knowing when he will talk to me again or if he will talk to me! it's just sad :(
