Noisy campaign trucks

Some kind of election (local) must be coming, because the campaign loudspeaker trucks are driving around the neighborhood and disturbing the peace. This is one of those Japanese traditions I don't get.
Campaigners drive around shouting the names of the candidates and maybe one thing they intend to do if elected. I don't know what Nakamura, Nakamura, Nakamura is runnung for, but I can tell you who won't be voting for him.
1. All the mothers who have babies that woke up and cried because of the noise.
2. Anyone who was taking a nap on their lovely Saturday afternoon.
3. Anybody who was trying to listen to the TV or radio or computer or music.
4. Anyone who dislikes having to hear someone shouting over loudspeakers.
5. Me. (If I could vote.)
A Japanese friend explained to me that in Japanese elections it's all about how much exposure the names have, and giving the impression that they are working hard.
What do you think about this method of getting people to vote for you?

I guess they want to make sure everyone is still home. My area doesn't have them in early mornings, but weekends, yeah. At least they are done now!
