Who else has noisy neighbors?

First off, I will start by saying that I just recently moved out of my mother's house. I paid her bills but nothing was in my name. Anyway, now my daughter and I moved with one of my best friends who was looking to get out of his living situation as well.
We have a one bedroom apartment. My daughter and I have the bedroom, my roommate has a futon in the living room. It works out nicely for now. We have upstairs neighbors and I'm not sure exactly how many people live up there (I've seen 3 of them so far), but they are extremely loud. Not like yelling or fighting, but it sounds like they are just lifting furniture up and dropping it on the floor. I swear, they have a pet elephant up there.
We also have a neighbor in the apartment next door. She works third shift, so usually isn't at home during the night. But when she is home, she's drunk and has people in and out ALL day long. Usually drunk men who are confused about which apartment is hers, so they knock on our door looking for her. Anybody else have a similar problem?

Oh yeah, our neighbors across the street are the worse. The other day they were riding ATVs around the neighborhood at 5 in the morning
Another night it sounded as if they were street racing, mind you our street is somewhat narrow and people park their cars on the street.
Dozens of times they have let their friends park in front of our house and our neighbor's house next to us, sometimes blocking their driveway (I think they know better than to block our driveway though)
They all have these big trucks with theae really loud pipes and when they work on the trucks during the day its unbearable to hear those pipes every 5 minutes.
This neighborhood was quiet when we first moved over here and their dad was living. But now that their dad is gone they are really showing out. There are children in this neighborhood, we already lost a neighbor because their kids couldn't sleep at night without loud noises.

That's just unnecessary! We don't have a driveway, we have to park in the street and the neighbor next door who has drunk visitors all day, they usually take our parking spot. Once, we had to park almost a block away because there were two cars blocking the front of the building.
The only neighbors in the apartment building who have a driveway are the upstairs neighbors. But they have two vehicles, so they use the driveway plus a spot in the street.

@meineliebling we live in a house, everybody on the street has a two car garage. Uless the garage is full of stuff or they have too many cars, they will use their driveway or the street.
