Should private hospitals be asked to reserve 20% beds for poor?

I think hospital institution needs to provide for people in poverty line. In my country, it is not allowed to refuse all types of people who need hospital care.

In Canada, hospital care is almost entirely public. All people who live in Canada have access to socialized medicine - from doctor's visits to hospitalization, and everything in between. Most developed nations, other than the US, have a similar policy. I believe it's the only ethical way to provide health care.
