PayPal always charge fees when you send money to another PayPal account. It is the responsibility of the sender to calculate the fees or to do a batch payment to avoid them for the receiver, like in the second case (your 50 cents payment). Normally, for a "service" you should not have fees, but before complaining read the terms and faq of the site...

Best thing for you to do is to inquire directly from PayPal.

I do not think the amount was deducted by Paypal. It is the sites that make such deductions.

Whether you pay Paypal fees depends on the site/company sending you the money.
Some sites pay out, and you pay the Paypal fee.
Some sites pay you, but tell you that they will deduct an X amount as Paypal fees.
Some sites pay you and they just deduct a little something, "Withdrawal fee," and they don't justify what exactly that is. It's the Paypal fees, and perhaps a little off the top for themselves.
That's it.

Thanks.
I was surfing in a site. The first 2 payout is full payment to my paypal ac, no fees charge.
Then latter I reached the 3rd payout, I was surprise, the amount is only $9.80 (usually when we reached $10 will give auto pay out), about 50 cents deducted.
Then I noticed this site has new admin. (I didn't bother 'cos I quit doing)
I understand paypal charge certain amount when we send money to others

You should ask the Paypal why an amount was deducted from your payout.
