Flat Fee for Far Away Travel

In my country, the government agency is against with flat fee rate for far away destination. It is not a good way to let the passengers pay extra just because a taxi driver is imposing his own flat rate fee in a far distance travel. The government is trying to put off this informal contract between taxi drivers and passengers. At present, the passengers are entitled to report a taxi driver who will also refuse to ride the passengers. A plate number and the name of the taxi’s company will be the ticket for filing a formal complaint. The taxi has its meter gadget installed and of course, the taxi drivers need to provide a receipt.

I don't know what's that flat fee all about. When a taxi driver needs to take someone to somewhere, he needs to charge for the gas, the wear and tear of the car, and some money for the service. Why does he have to charge a flat fee for ?
In my country, we have the department of transportation, it writes every detail about the price for taking a taxi:
The distance is the most significant factor in the price.
When activating the ride counter, it has an initial state that is not zero and it costs money too. I don't know why, because if one orders a taxi, he has to pay a fee for the taxi to come to pick him up.
For each extra passenger over 2 passengers, there may be a fee. For luggage there is also a fee.
In not using the ride counter, there is a huge table of origin and destination city pairs and the price for taking a ride from the origin to the destination.
Do you have a list of all of the price factors ?
