Can someone tell me what this is?

These have shown up hanging from everything in my backyard. It is some sort of bug I believe because I've seen it moving once it has fallen to the ground. I've tried researching online but have not been able to figure it out.
Not sure why my photo is rotated incorrectly.

@nalomeli6 Not pretty sure, but if that thing is moving like you said, it's the most weirdest bug that I ever saw till date.

another user thinks it could be a cocoon for a moth. that sounds most correct so far. My husband didn't think it moved either, but I know for sure I saw it moving across the cement. It was so strange!
