It is a mini sun clock in the park mostly as a decoration. In ancient times, it was used to tell the time from the shadow shed by the hand. What a wise device, eh? There are some more for indicating natural phenomena, for instance, the earth quake.

In the good old days they depended on natural happenings. The shadow concept was a good indicator of time and so also the hour glass.
