Lost and found but you have to pay some fee

Just last week,my neighbor's daughter went missing for a few hours.Towards evening,she was found in the custody of a middle-aged lady who demanded to be paid some cash for her to release the girl.
But since the girl's mother had no money at that time,she just released the girl but after being promised getting the cash later.
Oops!It seems services rendered right there by a good samaritan thus the need for money to exchange hands.

@TiarasOceanView , That is right, that woman could be charged with kidnap for ransom. She should be reported to the police.

Isn't that the same thing as asking for ransom? Not completely since the lady would not hurt the girl, but they were still holding a person until she was paid. That is a little terrifying.
