Are Maltese dogs harder than other breeds to potty train?

Not sure on the specific breed. Never had those dogs before. How old is he? He may just be too young to start training. Have you tried the puppy pads? I'd use it as a last resort, I've heard mixed opinions on those, but suppose it beats him pottying on the rugs/floors lol.

He is 7 months old. My other dog, a female was trained on the pads but he doesn't do anything on those except chew them up. We didn't get him while he was still young enough to work with and obviously the people that had him didn't do much.
