Should dogs be restrained in moving vehicles?

This morning I was waiting for the bus and saw a car drive by going the speed limit. The backseat window was rolled down all of the way and a collie dog was hanging out of it. The top half of its body, (head and front paws) were out the window. If people let their children do this they would get fined, possibly some jail time and the children taken by the Child Protection Services.
I can't stop thinking about what would happen if that driver were to pass or be passed by an oncoming bus or transport truck. That dog would lose its head for sure!
I think the seatbelt and child seat laws should also pertain to pets while they are in a moving vehicle. Maybe not a seat belt or car seat, but definitely some form of restraint as to keep the pets from hanging out the windows and jumping around on the seats, which could very easily distract or obstruct the driver.
What are your thoughts?

@Starmaiden It is extremely dangerous for those poor dogs, I know they have fun, but they cannot know that it's dangerous.

I fully agree with your views...any thing can happen to that innocent poor dog if he is hanging out out of curiosity! People must take care while taking their pets out for a ride! I would have shut the window panes and put my AC On...@Starmaiden!

@AKRao24 Exactly. The sad thing is I see this sort of thing happening very often in the spring and summer. Have window down a inch or two for fresh air, but not so far that your dog could fall out if you needed to brake quickly. (and that's another issue).

@Starmaiden , I agree, even by keeping the pets free inside the car can distract the attention of the driver also which can be dangerous at times.Thanks!
