new island on Pacific ocean appears

If a big island suddenly appears in the mid of Pacific ocean, what country will claim the island first?
I think China would immediately build an airport and pier; the Japanese would start fishing off the coast; the United States would send mighty aircraft carriers to show the flag.
And Indonesia seek rent and revenue/taxes from each of the major powers wishing to utilize their natural resources and land.

I think China will claim it, obviously they thirst for the territories. While on the other hand seriously not IF another island was found was developed by volcanic ashes.

There are several undersea mounts that are nearly islands but they are in waters administered by some country. For example there's one south of Japan in Japanese waters that erupts close enough to the surface to notice, and there is Loihi southwest of the Big Island of Hawaii.
