Having a SIM is very important for motor/car bike riders on the highway, the police appealed to the community to immediately make a driver's license for motor/car bike riders, for me such a thing is very important to avoid traffic police raids, and maybe you will feel things like this, when you drive your motor/car bike on the highway

what is SIM/ here in my country, a SIM is a small card inserted in the phone.
yes, a driver's license is necessary to drive a vehicle. i have mine. do you also drive a car?

I think the sim in your country is refer to driving licence.
I have it but I seldom drive as I am away from home. So my parents will use my car for travelling from one place to another place.
Our country already made it a requirement to have driving licence after you passed the car or motor driving test. It require to renew annually. Before that you need to renew your car driving licence, otherwise you cannot renew the driving licence as the system already linked and able to detect it.
Is the motor licence is just implemented in your country?

I think SIM making in all countries is the same, there is nothing different, and the rules as you say are also the same as the rules in my country, I think there is nothing different

Some how incidents such as underage driving and driver without licence still happen. Some of the traffic incident is due to this issue.

In our country it is illegal to drive without a driving license. I always carry it with me. I carry my international driving permit when I drive out of India.
