Are you ready for the 21st century version of the Black Death?

In the 14th century the Black Death (the Bubonic Plague) killed off between one-third and one-half of the people of Europe. It was spread by fleas carried by rats.
Dr. Drew Pinsky is predicting a 21st century resurgence in Los Angeles.
The homeless population there (also San Francisco, Portland, Seattle and Philadelphia) have developed tent cities. There is no sanitation there so they urinate and defecate on the streets and throw their garbage everywhere. They don't have another option.
Of course this is a haven for rats and the Bubonic Plague is most likely to be present in Los Angeles according to Pinsky. Other diseases, such as tuberculosis, have been found.
It's easy to say that these areas must be cleaned up but what then do we do with the people?

The homeless problem is huge and, frankly, I have no idea what can be done to solve it. However, the problems in the cities I mentioned seem to be much worse. I live in Chicago and we have tent cities as well but not with all the problems they are having.

The government only seems to make matters worse when they get involved. We've literally spent trillions of dollars fighting poverty since the mid-1960s and it hasn't reduced poverty at all. We could have given the money to the poor directly and they'd all be millionaires.
