Caging & Leashing: Barking & Howling!!!

It has been days that the pastor in front of our house is being insensitive. I had shared that we are having a problem with his howling dog before. Now, we were surprised that he has three dogs in total. The howling dog is being leashed next to his house and the two dogs are being caged adjacent to his house. Because of this situation, they are singing in chorus all day and all night long.
Do you think he is insensitive to his neighbors and dogs?
Do you have this kind of neighbor?

I don't think he is insensitive. Mostly people who love dogs are kind in person (though this is totally based on my little life-experience!)

@Dreamerby I agree. These are house pets. They should not be caged and leashed. A cruel owner to be so insensitive.

You could complain. He is not a good neighbor. If our dogs go off we are looking to see why.

I don't have any neighbors like that. But yes he is being insensitive to his neighbors.

We don't that problem here because we don't cage animals. They just roam around the streets like people. You come over here and you will find dogs, chickens, sheep, and goats roaming free. At the end of the day, they head back home just like humans.
