I think you can start with building a habit. You can read a book for 10 minutes everyday for a month. Then, you can add up the duration of reading if you want.

Make up your mind. It's your interest that will work but if you don't have it. It's no way.
When you want to read you must have a purpose. Is it a school assignment? Is it a challenge or a game? Is it a fad for your friends are book lovers?
If you don't have, forget it.

Maybe you could start with short stories. There is a series of books with short stories that is very popular. Or you could read short stories in magazines.

Think about subjects you really like and enjoy. Maybe dogs, horses? Travel, life in different places and countries, etc. If you want to raise your interest in reading, read about thinks you really want to do or places you really want to go, or even people you admire. I belonged to a program that taught adults to read. If we didn't capture their attention, they lost the desire to learn.
