I want to imprison this person

We use this person's services for kitchen renovations. It was agreed that the price was Rp. 25,000,000 ($1,761) including materials. The agreement is also made in writing and signed on stamp duty.
It is agreed that the work will be completed within one month at the latest. Two months have not yet been completed, I am still patient even though my wife is annoyed.
Because it has not been completed and past the agreed time, I asked for my money back. He agreed to return half of it.
It's been over a year now, but our money hasn't come back yet. I've lost patience. Should I report to the police? Seems like that's the only way.

Over here we can have him summoned first in our " barangay" to have it settled, if it's not settled then our barangay justice would give a notice and recommendation that a formal complaint could now be filed in a court of law and none appearance would already be grounds to have the concerned party arrested by the police, yes it's a long time so it's probably time to sue him, talk to your attorney first..

It sounds as if you already paid whole money for his service,here we usually pay part of money in the process of project,when the project finished,we will pay the rest.In your case,if you fully paid in advance,only can sue to retrieve your money.except this way,i have no idea.
